HomeOwners for Better Building HOBB was founded in the late 70s in San Antonio. In November of 1978 San Antonio Major Lila Cockrel proclaimed November as HomeOwners for Better Building Month. HOBBs main purpose at that time was to strengthen building codes in the city of San Antonio and license home builders. After a period of inactivity the organization was restarted in 1996, securing a place on the Internet, and gaining charter members in Florida, New Jersey, Kentucky, Georgia, Dallas, Austin, San Antonio, and Houston. Since then HOBB has become a national consumer organization and has been involved in extensive lobbying efforts with various State Legislatures to change laws that would protect new home buyers.HOBB gained national attention in 2001 when Texas Senator Leticia Van de Putte introduced the first ever Home Lemon Law in the 77th Legislature for new home construction. Additionally, the Senator introduced an Alternative Dispute Resolution ADR bill that would help stop the abuses of binding arbitration agreements in sales contracts as a condition to the purchase of a new home. Texas Senator Frank Madla filed a bill to license home builders in Texas as well.On the federal level Congressmen Charles A Gonzalez and Ciro Rodriguez filed HR 5033 titled the America Homebuyers Protection Act that would prohibit contracts that contain a mandatory arbitration agreement as a condition to the purchase of a new home.Donations are always welcomed however, the vast majority of our funding comes from members of HOBB devoting their time and money to help change the laws to better protect the biggest investment of a lifetime.
